The Glenn County Office of Education is in the midst of a building boom, financed by Proposition 47 & 55, the Kindergarten-University Public Education Facilities Bond Acts of 2002 and 2004.

Propositions 47 & 55 allowed the state of California to issue about $21.3 billion of general obligation bonds for construction and renovation of K-12 school facilities.

After more than two years of paperwork and approval efforts, the Glenn County Office of Education has been awarded over $10 million for new construction and modernization of school facilities. Because GCOE qualified as a 100% Financial Hardship District – which means that GCOE had no extra funds available to add to bond allocations – the bond funds will finance 100% of the costs of construction and renovation.

The Facilities Department is now overseeing eight new construction projects and one modernization project. Click the links below for details and photographs of individual projects.

6 Special Education facilities at District schools
  • Capay Elementary – double classroom building
  • Hamilton Elementary – single classroom building
  • Plaza Elementary – modular classroom
  • Princeton Elementary – single classroom
  • Willows High School – double classroom
  • Willows Intermediate – double classroom
2 new 5-classroom schools to serve Home Study Students, Charter School Students, ROP & Adult Education
  • Orland Community School
  • Willows Community School
Modernization project – modular double classroom for Special Education
  • Orland High School
In addition, the Facilities Department is consulting on the design and construction of two new buildings being built to GCOE specifications as future occupants:
  • Glenn County Office of Education Administration Building – being built by the County of Glenn
  • Orland Operations Building – being built privately for lease by GCOE
While these projects are the current focus of the Facilities Department, emergencies will pre-empt all other work. Any situation that threatens immediate danger or harm to students or faculty will receive highest priority.
